MERQ assessed the PHC system of Ethiopia using the Primary Health Care Performance Initiative (PHCPI) tools and methods to look at the capacity (governance, inputs, and population health and facility management), equity, financing and performance dimensions of the nation’s primary healthcare system.
The PHCPI tools were adapted to the Ethiopian context. The assessment was conducted at the national and sub-national health system levels.
In order to track the progress of PHC, a digital monitoring system and dashboard were developed.
